ARENOMICS INSTITUTE
Teaching doctrine

Build · Operate · Govern

The Institute's teaching doctrine has three stages that form one professional lifecycle. What is bounded in BUILD is what is monitored in OPERATE; what fails in OPERATE is what is judged in GOVERN; the Evidence Record closes the chain so that a stranger can trace every decision to its version and its proof.

Four people standing at a worktable arranging printed materials, decision cards and a system map while building a design together.

The three stages

BUILD · WEEKS 1–4

Have we specified the right authority, boundaries, delegation and proof before activation?

Mandate Gap Audit; Mandate Specification with Authority Envelope; Delegation and Identity Map; Claims-Evidence Matrix and preflight. Output: a tested Mandate Package v0.2.

OPERATE · WEEKS 5–6

Can the mandate be activated, observed, challenged, paused and revoked safely?

Activation Decision, Run Record and Operator Note; Incident, Revocation and Recovery Record with verified revocation. Output: Package v0.3.

GOVERN · WEEKS 7–8

Can an independent reviewer decide whether the mandate was valid, complied with, and should be renewed, changed or closed?

Governance Review with peer audit and author response; Foundation Evidence Record; final package; oral defence under a live change.

Build, Operate, Govern as one professional lifecycleThree stages across eight weeks. BUILD in weeks one to four produces a tested Mandate Package. OPERATE in weeks five and six produces run, incident and revocation records. GOVERN in weeks seven and eight produces a governance review, the Foundation Evidence Record and an oral defence. The Evidence Record closes the chain back to every decision. BUILD · WEEKS 1–4 Mandate Gap Audit · Specification and Authority Envelope · Delegation and Identity Map · Claims-Evidence Matrix and preflight → Package v0.2 OPERATE · WEEKS 5–6 Activation Decision and Run Record · Incident, Revocation and Recovery Record · verified revocation → Package v0.3 GOVERN · WEEKS 7–8 Governance Review and peer audit · Foundation Evidence Record · final Package · oral defence under a live change The Evidence Record closes the chain: every decision traceable to its version and its proof
The three stages are dependent, not modular.

Not know, explain, recall

The programme's standard for a graduate is someone who has operated a mandated system under limits and verification constraints and produced auditable evidence of it — not someone who can explain the vocabulary. At Foundation level, operation is sandboxed, simulated or genuinely low-risk and reversible, and this is stated openly.

Each stage is taught through a fixed weekly rhythm: a case-first seminar, a supervised studio in small teams, guided study, and a laboratory in which the week's artefact is produced on the learner's chosen case. Peer review, completeness screening and formative feedback run every week; summative assessment falls at the end of BUILD, the end of OPERATE, and in the final week.

The proposed mandate lifecycle

Proposed mandate lifecycleTen stages in sequence: Frame, Specify, Bound, Test, Issue, Activate, Observe, Escalate, Revoke / Close, Review.1Frame2Specify3Bound4Test5Issue6Activate7Observe8Escalate9Revoke / Close10Review
Frame → Specify → Bound → Test → Issue → Activate → Observe → Escalate → Revoke or Close → Review. A proposed teaching framework, not a standard.

Mandate states, lifecycle stages and artefact codes are educational instruments of the Institute. They are labelled as such and must not be described as published professional standards.
