Professionalising authority over synthetic cognitive production
Systems now analyse, decide, coordinate and act. The scarce competence is no longer using them but authorising them: deciding who may grant a system the right to act, within what limits, on what evidence, under whose accountability, and how that right is paused or withdrawn. ARENOMICS Institute is building the discipline, the programme and the assessment for that competence. Its first discipline is Mandate Engineering — from instructions to bounded, verifiable and revocable authority.
Authority, not only intelligence
When a system can plan a task, use tools, delegate to other systems, communicate, spend and alter records, the question that matters is no longer how capable it is but what it is authorised to do — by whom, within which limits, on what evidence, and how anyone would know afterwards. That question is answered today by improvisation: an instruction, a permission setting, a policy written for people. None of those is a mandate.
Prompt engineering optimises an instruction. Mandate Engineering designs a governable authority relationship: an identified principal, an accountable human owner, an identified synthetic actor, a scope with reserved decisions, testable prohibitions, numeric limits with stop behaviour, evidence that can fail, and a revocation path that can be verified.
The pieces already exist. The profession does not.
This is the Institute's founding proposition — its own institutional judgement following an internal review of the field in September 2026, not a verified global fact. Agent engineering, AI governance, verification, machine identity and multi-agent systems are each taught or researched somewhere. The Institute's claim is architectural: that they have not yet been assembled into one professional formation with its own assessment.
Mandate Engineering
The design, operation, verification and governance of a bounded authority relationship between a human principal and a synthetic actor. Every Mandate Package produced in the programme answers eight questions in a form another person can inspect. They are a proposed teaching framework, not a standard.
Who grants authority, and on what legitimate basis?
Which identified actor or system receives it?
What outcome is authorised, and what is explicitly not authorised?
Which actions, tools, data, resources and communications fall inside the authority envelope?
Which limits, approval gates and reserved decisions constrain the work?
What evidence must exist to show what happened and whether the mandate was followed?
Who verifies, challenges, escalates and intervenes?
How does authority pause, expire, revoke, recover, renew or close?
Mandate Engineering — Foundation
Eight weeks · 64 notional learning hours · online · cohort-based · designed as an assessed programme. The learner diagnoses a real-shaped problem, writes and bounds a mandate, maps delegation and identity, designs the evidence, operates the mandate in a controlled simulation, revokes it under an injected failure, reviews its governance and defends the whole under a live change.

A studio and residence within Meyhomes Capital Phu Quoc, southern Phu Quoc, Vietnam, for professional residencies, executive authority programmes and government and institutional programmes. Premises selection and founding-cohort formation are underway on location; expressions of interest are open.

Vietnamese makes the Institute accessible to local participants and institutions; Simplified Chinese prepares a communication layer for Chinese-speaking technology networks; Russian serves Russian-speaking professionals and organisations worldwide. The 10,000-Agent Problem
If an enterprise operates 10,000 autonomous agents, who authorises each actor, what can it legitimately do, how may it delegate, who is accountable, how can it be stopped, and what evidence proves whether it stayed within its mandate? The Institute's proposed second-level programme — Agent Fleet Governance: Applied Case Lab — and its flagship case ME-001 extend Mandate Engineering from one actor to a population. Proposed; not open for enrolment.
Three levels, one discipline
Level 1 — Foundation, specified: one actor, one mandate. Level 2 — Applied Case Lab, proposed: a population of agents — registry, delegation graphs, aggregate limits, revocation cascades, evidence. Level 3 — Synthetic Enterprise Architecture, proposed: the organisation — decision rights, multi-agent accountability, governance architecture.

Seven role clusters, each labelled with the Institute's own assessment of its maturity: emerging, forecast, or proposed by the Institute. None is a recognised profession, and the Institute does not claim any title as its property.

An independent research programme opens the territory; the Institute turns part of it into teachable, assessable capability; the pilot and the cases produce evidence for correction; standards are planned as versioned, criticisable public documents. Six standards families are planned; none exists.
